In a strange attempt at getting control over people, WOOF are using a whistle to make people believe they are obedient dogs. This way, ESP can get the power she's always wanted while also taking down the avengers, as her teammates in TODE failed to do. But what will happen when Lord Omsk, an evil russian Vomble, and Oslo Von Vomble team up to achieve that same thing by hypnotising everyone with the means of venussian octopi? And what will happen when they take control of Grandma? Also, many of the couples have broken up and now Steed and Cathy are married. Venus and Dr Keel are both dead.
