Steve, Natasha, Fury, and Clint follow up on the lead of Hydra returning and find that they have infiltrated shield. Steve has a talk with former pilot Sam Wilson. Sam joins the team and the 5 of them try and find out who the Hydra agents and who the leader is. Rumlow and other agents are revealed. The Hydra agents try and launch a carrier to take down the world. Rumlow and Sam battle. Red Skull is revealed to be the leader and Steve takes him down and then the carrier before they can do any damage.
