Batman has had enough. The Justice League has had enough. The Joker has not only taken Bruce Wayne's beloved son Jason Todd, but Thomas Elliot has taken over as world leader, but worst of all, Prometheus has attacked the Justice League by massacring nearly every one of the young heroes they raised, including the mighty Teen Titans. The world Jason Todd returns to is drenched with hero blood splattered across the streets, and his goal has changed from vengeance against Batman to vengeance against Elliot and Prometheus. He and the Outlaws change plans; they resurrect their fallen brethren, and now the world can rest assured that their fallen heroes will drench their streets with blood from their oppressors. They will be the judge, jury, and executioners of crime in the world, the bane of every evildoer’s existence, and the hope of bringing the world back to before Elliot and Prometheus took over. They are no longer just heroes, they are now the bane of Gotham’s evil, they are now….the judges of Gotham.
