The masked vigilante Batman has been active for two years while his alter ego, Bruce Wayne, remains a recluse in Wayne Manor. Drug trafficking runs rampant in Gotham City, but a new drug appears on the city's streets, a powerful hallucinogen, along with the mysterious killer and terrorist Scarecrow.
