The Master Doctor Who 1990s
The Master — known at times by various other aliases — was a renegade Time Lord, a power-hungry "lover of chaos" who served as both a friend and the arch nemesis of the Doctor.

Doctor Who 1990s The Meddlar
The Monk was amoral and enjoyed meddling actively with history to his own selfish ends. He was also incredibly careless when it came to time travel. Unlike other Time Lords, the Monk didn't seem to care about the potential damage to fixed points or to the Web of Time. He also showed the habit of leaving behind anachronisms like a quartz wristwatch and an atomic cannon on a cliff where anyone could find it.

The RANI
Ushas, better known as the Rani and known more formally as Ushas of Miasimia Goria, or, in other accounts, as simply Rani, was a renegade Time Lady and member of the Deca. A brilliant but cold neurochemist, she knew the Doctor and the Master when all three were young and became an enemy of the former and an unwilling ally of the latter.

My Own What if Doctor Who Wasn't Axed The Meddlar
Sometime after regenerating into a younger form and regaining full control over his TARDIS, the Monk came into contact with Davros, and agreed to help him destroy the Thals before the Thousand Year War could begin. He provided the technology to allow the Daleks and Davros to travel back and extended the reach of his TARDIS to allow any Daleks brought back in time to still exist once the Thals had been wiped out. He later privately confided in the Doctor that he intended to lower the reach once again after Davros had been placated to remove the Daleks from time as well.

Doctor Who The Master
Though they had been friends from childhood, and longtime schoolmates at the Academy, The Master's lust for power would eventually pull the two apart. While The Doctor and The Master would sometimes remain close friends, The Master developed an intense hatred for and often sought to kill the Doctor, who came to regard The Master as his arch enemy. Despite this enmity, however, the two maintained grudging respect for the other, and would on occasion act as allies.

Doctor Who The Monk
Mortimus, (PROSE: No Future) better known in male form as "the Monk", (TV: The Time Meddler, AUDIO: The Blame Game) or in female form as "the Nun", (AUDIO: The Wrong Woman) was a time traveller of the Doctor's own kind, who by most accounts was a renegade Time Lord. (PROSE: No Future, Divided Loyalties; AUDIO: The Side of the Angels, etc.)

The Rani Doctor Who
The Rani was, regardless of incarnation, a brilliant scientific genius whose villainy came not from the usual variety of lust for power and suchlike, but from a mindset that treated everything (including morality) as secondary to her research. She was highly intelligent but extremely arrogant, narcissistic, ruthless, powerful and intensely cruel.
