The Main Character being James Gordon and GCPD and the corruption inside the police force and the Commissioner Gillian B. Loeb dies in the season and they have to find a new Commissioner Harvey Bullock and James thinks he is becoming Commissioner but does not. Also they stop crime. Through this whole series they have been on a chase for a person who hangs people and called the Hangman. Also we see Harvey Dent getting into more politics
