After the events of Batman: Wish caused the death of Joker and Robin as well as the imprisonment of Penguin and Riddler. Falcone has control over the city once again. At the end of the last movie we heard the laugh of the joker as Hugo Strange,( Giancarlo Esposito ), was operating on an anonymous corpse, The Joker Test (Gary Busey). City of Strange starts out with Hugo Strange talking to a line of reincarnated Jokers and killing off the faulty ones, The real jokers corpse isn't available as it was shot to pieces by the GCPD. The story of the Joker and his 46th birthday and how his only wish is to publicly murder Dick Grayson on live television as he has been planning for ages to do on his 46th birthday. It starts with Joker hiring the Riddler to distract The Batman while Joker tries to kidnap dick grayson. During this time Batman is investigating the legality of Carmine Falcones Empire. He tries to gather enough proof and Falcone catches on. Falcone then tells the Penguin to have Batman killed. Penguin hires his right hand man, The Riddler to do it, but Riddler can't as The Joker would kill Riddler if he betrayed his plan. Now Penguin is wondering how to kill Batman now that Riddler wont. Usually if someone didn't go by Penguin's Plans he would kill them immediately, but Penguin loved Riddler in an unusual way, not in a lovers way or best friend way but a way where he was attached to him. Forever Young: The Bob Dylan Story

Bob Dylan was born on May 24, 1941 in Duluth, Minnesota. He grew up in the city of Hibbing. As a teenager, he played in various bands and with time his interest in music deepened, with a particular passion for American folk music and blues. One of his idols was the folk singer Woody Guthrie. He was also influenced by the early authors of the Beat Generation, as well as by modernist poets. Dylan moved to New York City in 1961 and began to perform in clubs and cafés in Greenwich Village. He met the record producer John Hammond, with whom he signed a contract for his debut album, Bob Dylan (1962). In the following years, he recorded a number of albums which have had a tremendous impact on popular music: Bringing It All Back Home and Highway 61 Revisited in 1965, Blonde On Blonde in 1966 and Blood On The Tracks in 1975. His productivity continued in the following decades, resulting in masterpieces like Oh Mercy (1989), Time Out of Mind (1997) and Modern Times (2006).
