After many years since departing the Justice League since the events of Justice League : Injustice, Batman has largely remained solo in Gotham for years. He is one day approached by Amanda Waller who tells him that she is interested in forming her own government based superhero team that is alot more expansive than the original Justice League. Batman is initially reluctant but decides to join anyway though under is own supervision leadership. The Justice League International consists of Batman , Green Arrow , Black Lightning , Vixen , Shazam as well as superhero newcomers such as Captain Atom , Plastic Man , Firestorm , Stargirl and the new Green Lantern-Guy Gardener. With this new government sponsored team under Batman's watch, their mission is to stop an alien invasion by the creature known as Starro the Conquer.
