(Played by Frances Conroy in the Joker) Penny Fleck is the (possibly adoptive) mother of Arthur Fleck and a former Wayne Enterprises employee. Penny Fleck was a mentally ill woman who was sent to Arkham State Hospital for her claims of having an affair with Thomas Wayne. Arthur learned from Alfred Pennyworth that Thomas Wayne never assaulted Penny. Later on, when Penny was sent to the hospital after a stroke, Arthur suffocated her out of anger of being lied to for years.
