After discovering that A.R.G.U.S. has been compromised, Amanda Waller is framed by agents of the Basilisk terrorist organization, led by the insane Regulus, a former A.R.G.U.S. Meanwhile, with the increasing emergence of Meta-Humans, General Wade Eilling (who is secretly in cahoots with Regulus) convinces the President to approve Project Atom. Waller will form a team of mercenaries, soldiers and secret agents to destroy Basilisk, clear his name and unmask Eilling.
