Heffer Wolfe (né Steer) is a fictional character on the television series Rocko's Modern Life and the comic book series of the same name. His catchphrase, which can be heard in the series' opening sequence, is "That was a hoot!" He is a steer (male cattle) in his mid-20s. His name is a pun on the word "heifer." A heifer is a female animal that has never had a calf.
