In the roaring 20's, Captain Star managed the Bigg City Port with his loyal Star Fleet. Years later, Star returns to the big harbor, where he finds his tugs abandoned and left for scrap. Bringing them back up to running order, Star and his Tugs set out on a transatlantic voyage to secure a contract that will bring the harbor back to its former glory.
