Elite NSA operative Sam Fisher is sent to Georgia to investigate the disappearance of two CIA agents. He uncovers a plot by Georgian President Kombayn Nikoladze to commit ethnic cleansing against Azerbaijan and wage technological attacks on the United States, which Fisher must stop by gathering evidence, tracking down key personnel, and preventing a nuclear device from being used.
