Description of Dr. Xeinos:
Dr. Xeinos is the chief scientist at T.C.R.I. and a member of the Dimension X Resistance. She and several other Utroms escaped from Dimension X to develop weapons that could turn the tide of war. She created the Mutagen that created the TMNT and Master Splinter.
