Sir Topham Hatt's Goal/Task Is To Have Rebecca Collecting All The Whole Fish with the Freight Cars and take it to the Brendam Docks and then BoCo Collecting The Diesel Fuel Tanks From The Mainland To The Dieselworks Station.
