With Banner now on trial for the Hulk's actions caused by Ultron, he is facing a lifetime sentence incarcerated. He however hires Matt Murdock a blind lawyer as well as his cousin Jennifer Walters to find a way to keep him out of The Raft. Samuel Sterns, now the Leader is trying to manipulate the system to get him incarcerated permanently.
