Four baby turtles, escape from TCRI in New York and are mutated into apomorphic humanoids, where they are raised by a humanoid rat in the sewers. Years pass, and the teenage turtle brothers dream of living in the human world and being excepted into society. This gives them the idea of using their martial art skills to find and bring down the mysterious "Rat King".
