In 1977, Pamela Brown is looking to join the Air Force to follow in her father's footsteps, who was one of the Tuskegee Airmen in World War II, but is turned away. At around the same time, the infamous New York Blackout happens, and her brother is arrested for a crime he did not commit, as well as stumbling upon a prototype jetpack made by Peevy and Howard Hughes many years ago. She decides to adopt the role of The Rocketeer to prove her brother's innocence and try to clean up the streets New York in one of the worst years of its long history.
