Synopsis

After killing Black Mask and paralyzing the new Robin, Tim Drake, Jason Todd has parted ways with the Suicide Squad, now building a group of his own Outlaws in Gotham City. But, while focusing on his forming his own team, the Red Hood has not forgotten about his targets, and has his eyes set on the Joker as his next victim of unbridled revenge. After all, he was tortured beyond repair by the infamous Clown Prince of Crime...

Description of Roy Harper (Red Arrow/Arsenal):

While practicing out his different weapons at an abandoned shooting range, Jason sees someone shooting several different arrows next to him, a few of them blowing up the targets. Jason stops shooting, recognizing who is practicing their shots with their arrows and asks, "Roy? Why are you here? Did Green Arrow send you after me?" The young man, now revealed to be Roy Harper, shakes his head, saying, "Me and Oliver had a little arguement to put it lightly. He has a little 'no killing' policy and believes killing will make you evil, while I disagree." which reminds Jason a lot of Batman, and so, he lets Roy into his outlaw team with open arms.
