He is Leonard's human consciousness combined with nuclear radiation and mainly electricity after the nuclear lab he was chasing Betty through while she was looking for Bruce got accidentally shorted out. He may prove to be one of the most powerful foes Hulk has ever faced. It has to take two Hulks to bring this electric monster down.
