Four people believe that economic and political power was insufficient, and sought super-powers. They try to copy the incident that gave the Fantastic Four their powers and are changed. Bruce Banner aborts their flight to stop them from becoming more powerful. The foursome, calling themselves the U-Foes, begin to hunt down Bruce for stopping their plan. The Hulk forms a team of his own called the Agents of S.M.A.S.H. (Supreme Military Agency of Super Humans). They gain help from a few allies to stop the U-Foes.
