He is the brother to Dr. Babak, he previously had the growth, shrinking and duplicating serum at their house and use them to destroy the city, even rob banks as an option, his brother took them away for safe keeping, however that serum goes to Finn, he attempt to kill him then extract the serum just so he can have them.
