Police Commissioner Arius Caldwell was responsible for the murder of Dr. Elena Cruz, a specialist in Techno Dynamics who was in charge of manipulating the memories of androids, and discovered that Commissioner Caldwell was using his influence to rewrite the memories of several androids that were already a possible threat to the corporate regime of Empire, but upon discovering this, Caldwell had to silence her along with the android Devlin.
