After the death of Selina Kyle, Batman finally snaps and turns to killing every criminal in Gotham, starting with The Joker, and proclaiming himself "Ruler of Gotham City". Dick Grayson (Nightwing) and Oswald Cobblepot (The Penguin) join forces and call the strongest of Batman's surviving foes to a meeting and hatch a plan to kill Batman, once and for all, but there's one villain who has other plans. Cornelius Stirk (Harvester), a cannibalistic serial killer who has evaded capture for the past 10 years, he seeks to feast on every living person in Gotham, starting with it's criminals
