He’s only in the first movie. He was Joker’s dad and wad an alcoholic. He used to work for Thomas Wayne, got fired, killed his own wife, carved a permanent smile into a young Joker’s face, and killed Thomas and Martha Wayne, all on the same day. Later that night, he was killed in a car wreck.
