Jervis Tetch, an intelligent but timid Wayne Enterprises employee, seeks out to get back at all those who have stepped on him all his life and also to win the target of his affections, Alice McDowell, and does so by means of mind control over almost all the citizens of Gotham City. So, it's up to Batman, Robin and Batgirl to stop him once and for all.
