The untouchable crime lord of Gotham City, called "The Roman" due to his vast empire. The cops, the judges, everyone is in Carmine Falcone's pocket. Except for the Batman, the one thing in the city he can't control. Once the vigilante shows up, the Roman's empire begins to struggle, until he eventually dies a broken man, his territory split up among the new breed of "super-criminals" making their names in Gotham's underworld.
