Based on the 1987 TMNT animated TV series. Raphael is entering a disguise contest in New York to win first prize for the "best disguise in the world." Then one of the city's old lawbreakers named Mad Dog McMutt and his 2 men go on a crime spree. Now Raphael (disguised as Mad Dog McMutt) is in a pickle because the NYPD falsely arrests him and put him in jail thinking he's actually McMutt. The other Turtles must find the real Mad Dog McMutt, clear Raphael's name, and let McMutt take his place in jail. From the creators of Legend of the Three Caballeros (2018).
