Kyle's far-right former general who was fired from the military due to allegations of harrasment. He intends to start a civil war which he claims will cleanse the country and bring peace. After he gets foiled, he ends up intending to kill the Rainbow team when he shoots Kyle in the stomach for interfering, resulting in Kyle jumping into the river and dragging Walter with him to drown him. This incident leaves Kyle in a severe coma in the hospital which causes the revenge operations to pause.
