William Gary Busey (born June 29, 1944) is a 6-foot-1 blond-haired European-American film and stage actor and artist. He has appeared in over 120 films, as well as making regular appearances on Gunsmoke, Walker, Texas Ranger, Law & Order, and Entourage. He received an Academy Award nomination for Best Actor in 1978 for his role in The Buddy Holly Story. His other starring roles include A Star Is Born (1976), D.C. Cab (1983), Silver Bullet (1985), Eye of the Tiger (1986), Lethal Weapon (1987), Hider in the House (1989), Predator 2 (1990), Point Break (1991), Under Siege (1992), The Firm (1993), Drop Zone (1994), Black Sheep (1996), Lost Highway (1997), Fear and Loathing in Las Vegas (1998), and Soldier (1998). In 2002, Busey voiced the character Phil Cassidy in the video game Grand Theft Auto: Vice City and later reprised the role in the prequel Grand Theft Auto: Vice City Stories in 2006. In 2003, he starred in a Comedy Central reality show, I'm with Busey. In 2005, he also voiced himself in an episode of The Simpsons and appeared in the popular miniseries Into the West.

Rhys is a Hyperion lackey who idolizes the now-deceased Handsome Jack. Fiona is a con artist who works over anyone she can with the help of Sasha and Felix, her sister and mentor respectively. Tales from the Borderlands begins late in the game’s story, with Rhys and Fiona captured and bound by a mysterious stranger who wants to know their story. The game is told from both characters’ viewpoints as they recount their journey to the stranger, explaining how their paths crossed and how they’ve ended up where they are now.
