Description of Otis Weisinger:
I have revealed his surname to be Weisinger in homage to dc comics editor Mort Weisinger. He forms a trio with Luthor and Nasty, as I believe by this point Hackman would be too old to engage in flirtation with Tessmacher or his two concubines from Superman IV. Making the dynamic sexless is a better way to do it. He is initially resentful of Luthor for leaving him for a decade but luthor convinces Brainiac to bribe him with Houston, Texas.
