(First appeared in Graphic Fantasy #1 in 1982 and was created by Erik Larsen). When Chicago was being terrorized by a gang called the Vicious Circle, police lieutenant Frank Darling found the Dragon in a burning field and decided to take him in, deciding that he would provide them with an advantage against the criminals. At first, the Dragon refused to join the police, but changed his mind after the death of Mighty Man and the mauling of SuperPatriot. Then, he decided to take on the Vicious Circle as a superhero and member of the Chicago Police Department.
