Description of El Diablo (Chato Santana):
A pyrokinetic ex-gangster who was once a high-ranking member of Los Reyes Locos. After he accidentally killed several innocents while using his powers, Chato turned himself in to the authorities. Soon after he was recruited from his prison cell by Amanda Waller.
