It turns out that the person who caused a reawakening in the Force was actually the long-thought dead Ben Solo, formerly Supreme Leader Kylo Ren, who had been resurrected by The Whills after passing the last of his life-force to Rey once she defeated Palpatine on Exegol. The Whills foresaw that Ben Solo's destiny as the heir to The Chosen One had not yet been fulfilled, and so, they restored his physical body in The World Between Worlds and allowed the former Dark Sider to return to the physical realm.
