Description of Palpatine:
In the Empire Strikes back, we hear the voice of Clive Revill, but as actually appeared in the role, he does not qualify for this list. When casting the actor for Return of the Jedi, Alan Webb was cast but had to drop out. Lindsay Anderson was offered the role but had a scheduling conflict.
