His ultimate goal is to perfect his neuro-interface technology, believing it will allow humanity to "evolve." However, as he becomes more unstable, his motives shift to a revenge-driven obsession, feeling betrayed by the scientific community and society. The AI in the arms reinforces his negative emotions, amplifying his hatred toward those who doubted him, including Oscorp and, ultimately, Spider-Man.
