Description of Dragon with an Agenda:

A Dragon with an Agenda is a character who serves as the main villain's right-hand man but has motives or goals of their own (which may or may not line up with the Big Bad's agenda). For example, if this character encounters the heroes immediately after the death or defeat of their boss, they won't necessarily try to avenge him or complete his Evil Plan. Conversely, if the Big Bad actually has some admirable or honorable traits, then his Dragon will be more violent or sadistic, preferring to actually kill the heroes rather than simply stop them.
