In the second film, Robotnik had his drones and funding taken away by G.U.N. But in the third film, he was forced to retreat a secret lab where he had done his earliest work. Orbot was an old designed robot that built by Robotnik, back when he gave his machines artificial intelligence. Now he's been reactivated and continues to serve him.
