Description of Oscar (Water Portal Master):

A young portal master from Earth who specializes in the Water Element, Oscar is kindhearted, but socially awkward and struggles to communicate with others, leaving him very lonely. However, thanks to the power of his kindhearted nature intersecting with Skylands' magic, he has the ability to heal others alongside his magic whale companion Ms Whale. About 10-14, implied to be semi non-verbal.
