There are several things going on here, so I’ll break it into a few synopses: 1. After Eddie Brock’s death, Venom goes to Spider-Man to help him find a new host. 2. After finding out he has an inoperable brain tumor, Otto Octavius forms the Sinister Syndicate to help him capture Spider-Man so that he can swap bodies with him. 3. Harry Osborn takes the completed Goblin serum, granting him enhanced abilities without the drawbacks. 4. Alistair Smythe is ordered by the United States military to work with the Sinister Syndicate in order to capture the Venom symbiote from Spider-Man for a new project. 5.
