Is up for release from prison as he has won an appeal or something? Potentially due to the resources of Justin Hammer who has still maintained some sort of control over his company. Makes a deal with Hammer where in exchange for helping him get out of prison, Silvio agrees to only buy Hammer's weapons and test drive a prototype suit. (Hint to Hammer's future as Detroit Steel and he's using Silvio to test a suit against metahumans for military applications. So I know there's confusion like "if he's not wearing a helmet then isn't She Hulk going to report him?" Yes but maybe it's an unpainted Detroit Steel armor prototype? He has the helmet until She Hulk tears it off? Voice changer?
