Description of Timothy Kowalski (Creator of the Fusion Project):

Timothy Kowalski was a regular 17 year old college student who created all the Masked Rider Fusion gadgets and items that them he called "Fusion Project" by creating it as a college science project. Until Timothy was captured by a Bounty Hunter named Vighrock, who altered him into Seth Keegan.
