After the events of The Suicide Squad, Joker is seen trapped in a building's debris for months. He went from having tattoos, no shirt and short hair, to long hair, no tattoos and a stray jacket. Days later, he breaks out the debris to see a huge prison in front of him: Arkham Asylum. He suddenly hatches an idea: To assemble loads of deadly villains to decrease the population of normal humans.
