Rossi is a rival mafia don in Empire Bay. He and Ricky have been going at it for years, battling for control of the city… However Rossi takes it a step further, and kills Ricky’s wife, which leads to all out gang warfare. It ultimately leads to Rossi’s demise at Ricky’s hands.
