Fan Casting Turbine in Return to the DC Universe

A Tuskegee Airman, Roscoe Hynes was flying a mission over Italy in 1944. Attempting to test his prototype plane's capabilities, he broke formation, and mysteriously disappeared. Sucked into the Speed Force, Hynes became trapped for seven decades, becoming mentally unstable and increasingly obsessed with escaping and returning home by any means necessary. However, when he returned, he was in the present day, and capable of spinning like a tornado, taking on the name Turbine. Though not malicious by nature, Roscoe has been lumped with the Rogues, even if he is distrustful of them, while Barry and Wally can tell there IS good in Roscoe and want to help him somehow...
