Fan Casting Tommy Terror in Return to the DC Universe

The younger of the Terror Twins, Tommy was born a metahuman, same as his twin sister Tuppence, even if it took some time for them to get used to their powers. At 12, they were able to begin a crime spree. At 14, they went to Iron Heights Penitentiary, only to escape. Now with the twins at 17, they continue to cause a great deal of terror, having recent run-ins with the Teen Titans, as well as soon to encounter Young Justice. For Tommy and his sister, the only thing to them that matters is the thrill of breaking the law.
