The Portuguese daughter of Otis Flannegan, the original Ratcatcher, Cleo Cazo learned about her father's gift for animal training in the time he had spent in Portugal with her. Despite what imperfections Otis had, Cleo loved her father very much. When she learned he was killed, she ended up moving to the US, taking on the mantle of the Ratcatcher, which led to her arrest and being placed into Belle Reve. Now, she has joined the Suicide Squad for time off her sentence, though Miles Craven sympathizes with her. Always at Cleo's side is her head rat, Sebastian.
