Fan Casting Polar Boy in Return to the DC Universe

Brek Bannin had big ambitions as a kid. He came from his homeworld of Tharr to Earth in the hopes to join the Legion of Super-Heroes, but because he couldn't control his cryokinetic powers, his application was rejected. Not one to be deterred, Brek joined other "rejects" and formed the Legion of Substitute Heroes, working to aid the Legion when necessary. Eventually, Polar Boy along with Night Girl would join the Legion of Super-Heroes, with Brek bringing his enthusiasm to the team, even after losing an arm to Tusker.
