Imagined as an animated epic, not live action.

Description of Phobia (Angela Hawkins III):

Angela Hawkins III discovered at a young age that she had the psychic ability to read other people's fears and to those into their minds with nightmarish intensity. Angela's powers caused her to grow up hardened to the sensibilities and morality of others, using her powers to aid her in her goals. After being sent to a "hospital", Angela was recruited by the Brain into his new Brotherhood of Evil, becoming Phobia, the mistress of fear, a role she lavishes in, and views the Brotherhood as the family she never had.
