Fan Casting Mr. Element in Return to the DC Universe

Alexander Petrov was a former KCPD police officer, until he adopted the identity of Mr. Element, one of Albert Desmond's other aliases, and used his tech to commit murder, before Captain Cold killed him for breaking his "rules" for the Rogues. George, Alex's brother, is a top chemist who aided his brother a bit. Now, angered by Captain Cold and his "rules" and feelings of hypocrisy from him, George has developed improvements to his brother's gear, and has adopted the identity of the new Mr. Element, not just targeting the Flash Family, but the Rogues and anyone who wishes to join them as well.
